Kartais itin nustebina kai kurie argumentai, išsakomi prieš biudžeto lėšų taupymą. Pavyzdžiui:
“Negatyvu tai, kad mažindami valstybės išlaidas mažiname ir vartojimą. Tai lemia mažesnį mokesčių surinkimą, dėl to mažėja biudžeto pajamos. Vadovaujantis elementaria ekonomine logika, valstybės biudžeto mažinimas atsisuka prieš mus kitu galu.”, E. Masiulis
Ši “elementari ekonominė logika” primena “Napoleono labdarą”, kai didysis Napoleonas liepdavęs pirma iškasti, paskui užkasti griovius, sakydamas, jog “Rezultatas neturi reikšmės. Mums svarbu, kad gerovės dalis tektų dirbančiųjų klasėms”.
Argumentai panašesni, nei atrodo iš pirmo žvilgsnio: “gerovės dalis tenkantis dirbančiųjų klasėms” šiandieniniu ekonomikos žargonu ir reiškia “mažindami išlaidas - mažiname vartojimą”. Išraiška kita – turinys, per kelis šimtus metų – nepasikeitęs.
Keista ir liūdna, kai sprendimuose dėl valstybės biudžeto lėšų didinimo ar mažinimo figūruoja argumentai neturintys nieko bendra su lėšų tikslingumu ir efektyvumu. Tai kodėl gi leidžiamos tos biudžeto lėšos? Ar dėl to, kad kažkas jas “suvartotų” ir dar dalis atgal į biudžetą sugrįžtų?
Biudžeto pajamų surinkimas nėra joks biudžeto lėšų panaudojimo tikslas. Išleisti 100 lt. nežinia kam, jog paskui iš jų “atgautum” 20 lt. – tokia “elementari ekonominė logika” įmanoma tik viešajame sektoriuje.
